Cathal qualified as a solicitor in 2002 and joined Holmes as a partner in 2026.

Cathal advises a range of public bodies on the exercise of their statutory powers, public sector governance and the interpretation and application of public sector legislation. He advises on freedom of information, GDPR and data protection, public procurement, regulation and enforcement, judicial review and legislative drafting. Cathal is skilled in assisting public bodies in remaining within the confines of the law and guiding them through legal processes.

Cathal has acted for statutory bodies, regulators, third level educational institutions, hospitals, charities, state companies and cultural institutions.

Recent Work Highlights

  • Represented a regulator in contentious enforcement proceedings against a regulated entity.
  • Advised South and East Technological University on a procurement competition.
  • Advised a hospital on a freedom of information request which included consideration of privacy, GDPR and data protection and privilege.
  • Provided training to the Board and executive management of a national body on governance, statutory duties and statutory powers and legislative reform.
  • Advised the City of Dublin Education and Training Board on confidentiality and non-disclosure agreements.
